Resolution, in particular, determines that the public health sphere needs increasing of the Budget financing to 5% from GDP; implementation of the compulsory medical insurance; optimization and decentralization of the management system; increase of the resource use effectiveness etc.
It is recommended that the Verkhovna Rada accept of prior importance and hasten the scrutiny of the bills regarding the health protection system and compulsory medical insurance introduction.
The Cabinet of Ministers among other is supposed during the elaboration of the Law "On the State Budget of Ukraine 2010" presuppose the increase of the state assignation for the health protection sphere at the rate not less then 5% form GDP; elaborate the bill on amendments to the ]Basis of the Legislation of Ukraine on the Health Protection Sphere with the issues regarding the implementation of the compulsory medical insurance, improvement of the state regulation in the public health sphere etc.
It is also recommended that the Government should initiate the amendments to the legislation and elaborate the relevant bills.
